Is it allowable to speak of "species level will?" Certainly it seems like the sort of anthropomorphism that's typically not a characteristic of science, but intuitively it makes as much sense to me as attributing a "will" to the collections of genes, cells, and systems that make up a human body. Perhaps its better to speak of "gene-level will," which is subtly but significantly different from the idea of "species level" will, in that the latter seems to suggest a metasystem transition; a shift of control from the genetic level to the species level. Then again, maybe the advent of memes allows for that.
